Francesco Palermo, head of the Institute for Comparative Federalism, appointed member of the Scientific Committee of the EU Agency for Fundamental Rights
Francesco Palermo, head of the Institute for Comparative Federalism at Eurac Research in Bolzano/Bozen and professor for comparative public law at the University of Verona, has been appointed to a five-year term as a member of the Scientific Committee of the European Union Agency for Fundamental Rights (FRA).
The FRA is the EU’s centre of fundamental rights expertise. It is set up to provide expert advice to the institutions of the EU and the Member States on fundamental rights and helps to ensure that the fundamental rights of people living in the EU are protected. The Scientific Committee is the guarantor of the scientific quality of the FRA’s work and is composed of eleven independent and widely renowned experts who are highly qualified in the field of fundamental rights.
A longtime leading advocate for the protection of human and minority rights, Palermo has been working for the OSCE and the Council of Europe on issues pertaining to the rule of law and minority rights. He has also been the President of the Advisory Committee on the Framework Convention for the Protection of National Minorities.
“Especially in troubled times, when international leaders ride roughshod over fundamental rights, it is important to stand up as society as a whole. I am firmly convinced that commitment is key for any activity in the field of human rights. During the five-year term as a member of the Scientific Committee, I look forward to doing my best, together with all FRA’s staff members and my colleagues, to ensure that every person is treated with dignity and respect,” Francesco Palermo says.

Francesco Palermo, direttore dell’Istituto di studi federali comparati di Eurac Research a Bolzano e professore di diritto pubblico comparato presso l’Università di Verona, è stato nominato membro del Comitato Scientifico dell’Agenzia dell’Unione Europea per i Diritti Fondamentali (FRA) con un mandato di cinque anni.
L’Agenzia è il centro di competenza dell’Unione europea per i diritti fondamentali. È stata istituita per fornire assistenza e consulenza sui diritti fondamentali alle istituzioni e agli Stati membri dell’UE e contribuisce a garantire che i diritti fondamentali delle persone residenti nell’Unione europea vengano protetti. Il Comitato Scientifico è il garante della qualità scientifica delle attività della FRA ed è composto da undici esperti indipendenti e rinomati che sono altamente qualificati nel settore dei diritti fondamentali.
Palermo vanta una lunga esperienza sia accademica sia sul campo nella tutela dei diritti fondamentali, specie di quelli delle minoranze. Tra il resto ha lavorato a lungo per l’OSCE e il Consiglio d’Europa ed è stato presidente del Comitato consultivo della Convenzione quadro per la tutela delle Minoranze nazionali.
“Soprattutto in tempi difficili, in cui i diritti fondamentali sembrano arretrare, è importante che la società intera li difenda con vigore. Sono convinto che la dedizione personale sia la base essenziale per qualsiasi attività nel campo dei diritti. Nei cinque anni di mandato come componente del Comitato scientifico dell’Agenzia farò del mio meglio, insieme ai colleghi e al personale della FRA, affinché ogni persona sia trattata con dignità e rispetto”, commenta Francesco Palermo.

Francesco Palermo, Leiter des Instituts für Vergleichende Föderalismusforschung von Eurac Research, Bozen und Professor für Vergleichendes Öffentliches Recht an der Universität Verona, wurde für fünf Jahre zum Mitglied des Wissenschaftlichen Ausschusses der Agentur der Europäischen Union für Grundrechte (FRA) ernannt.
Die FRA ist die Fachagentur für Grundrechtsberatung der EU. Sie wurde eingerichtet, um die Institutionen und die Mitgliedsstaaten der EU fachkundig zu den Grundrechten zu beraten, und gewährleistet, dass die Grundrechte der Menschen, die innerhalb der EU wohnen, geschützt werden. Der Wissenschaftliche Ausschuss ist der Garant für die wissenschaftliche Qualität der Arbeit der Agentur und setzt sich aus elf unabhängigen und renommierten Experten mit hoher Qualifikation im Bereich der Grundrechte zusammen.
Während seiner langjährigen Erfahrung bei der OSZE und dem Europarat sowie als Wissenschaftler hat sich Palermo stets für den Schutz der Grundrechte, insbesondere der Minderheitenrechte stark gemacht. Außerdem war er als Präsident des Beratenden Ausschusses des Rahmenübereinkommens zum Schutz nationaler Minderheiten beim Europarat tätig.
„Gerade in sorgenvollen Zeiten, in denen die Grundrechte mit Füßen getreten werden, ist es wichtig, als Gesellschaft diesem Trend die Stirn zu bieten. Es ist meine vollste Überzeugung, dass Engagement grundlegend für jede Tätigkeit im Bereich der Menschenrechte ist. In den fünf Jahren meines Mandats als Mitglied des Wissenschaftlichen Ausschusses werde ich gemeinsam mit meinen Kollegen und den Mitarbeitern der FRA mein Bestes geben, um sicherzustellen, dass jede Person mit Würde und Respekt behandelt wird,“ so Francesco Palermo.
